Hiding the Agent

The basic formation of the passive voice with the auxiliary être and the past participle is studied in passive voice mechanics: foundational formats. In scientific, administrative, and journalistic writing, the agent is frequently omitted when it is unknown, obvious, or deliberately suppressed in order to focus attention on the action or its result.

Common Contexts for Agent Omission

The agentless passive is typical of the following genres:

Scientific reports: Les patients ont été observés pendant six mois.
News articles: Une nouvelle campagne de vaccination a été lancée.
Official statements: Des décisions importantes ont été prises.
Instructions and regulations: Le masque doit être porté dans tous les espaces communs.

In all these cases the agent is either obvious (by scientists, by the government) or unimportant. The construction confers an objective, impersonal tone.

Avoiding the Passive with On

In spoken French, the impersonal pronoun on is often preferred to the passive: On a annoncé des mesures rather than Des mesures ont été annoncées. In formal writing, however, the agentless passive is more elegant and expected.

Agentless passive in the passé composé: the action of implementing is emphasised, not the implementer.
